NOTICE OF RACE
 
Ø The notation [DP] in a rule in the NoR means that the penalty for a breach of that rule may be less than disqualification at the discretion of the Protest Committee.
Ø The notation [NP] in a rule in the NoR means that infringement of this rule shall not be protested by boats.
 
1)     ORGANIZING AUTHORITY
1)     The Organizing Authority of the races is Göcek Yacht Club (GYC).

2)     RULES
1)     The event will be governed by the “Rules” as defined in The World Sailing 2017-2020 Racing Rules of Sailing (RRS).
2)     The World Sailing Offshore Special Regulations 2019. Category of the races is 4.
3)     The World Sailing Regulation 20 (Advertising Code).
4)     IRC Rules 2019, Parts A, B, C.
5)     The International Regulations for Preventing Collisions at Sea (IRPCAS)” will prevail over the RRS from sunset to sunrise.
6)     The sunrise time is 0730 and sunset time is 1805 for Race Week
7)     Turkish Sailing Federation (TSF) General Boat Racing Instructions and other valid prescriptions. These prescriptions shall not apply to foreign competitors.
8)     The Notice of Race, The GYC 2019 Sailing Instructions and its amendments/supplements.
9)     The official language of the event will be English.
10)   If there is a conflict between the rules above, the Sailing Instructions and its amendments will be valid according to their date.
3)     ADVERTISING
1)     Boats may display advertising in accordance with World Sailing Regulations 20, Advertising Code and TSF’s Advertising Regulations.
2)     Boats, which have the approval of their national authority, shall submit a copy of the approval to the Race Office on registration.
3)     Boats of charter companies carrying the companies’ names, signs and logos on their hulls and sails are acceptable.
4)     The organizers may require competitors to display event sponsor’s advertising material. Stickers will be supplied at registration. These shall be affixed according to the organizer’s instructions.
4)     ELIGIBILITY & ENTRY
1)     The race is open to all monohull sailing boats rated under IRC and FRESHMAN measurement 
systems with,
a)     A valid 2019 IRC Rating Certificate,
b)     LH/LOA between 7 to 20 m and
c)      Have a fixed inboard or outboard engine.
2)     The regatta is open to all sailors who comply with the World Sailing Eligibility Code. Competitors must be eight (8) and older. Sailors under the age of sixteen (16) are required to wear a lifejacket at all times.
3)     Registration will be restricted after sixty (60) boats are accurately registered. For the opening of a Class/division at least five (5) boats must be enrolled.
4)     The race week is open to all sailors who comply with the World Sailing Eligibility Code.
5)     According to the number of entries, there will be IRC Charter division under IRC Class and Charter division under FRESHMEN Class.
6)     No boat shall be eligible to enter and race without a valid 2019 IRC rating certificate (for IRC and, IRC CHARTER) and FRESHMAN Declaration Form (for FRESHMAN).
7)     The TCC value on the IRC certificate will be used. The TCC (No Spinnaker) value will not be used.
8)     If a boat does not have a valid 2019 IRC rating certificate, it may be secured by applying to the GYC Office no later than October 20, 2019.
9)     Eligible boats may enter by completing the entry form and submitting it together with the required fee to the race office by 1300 hrs (local), November 04, 2019.
10)   All competitors except foreigners shall have a sportsman’s license valid for 2019; temporary licenses valid for this Race Week will be provided by GYC at a cost of 90 TL.
11)   Each skipper shall submit a crew list attached to his or her “Race Entry Form”.
12)   There will be no upper crew limitation, but a minimum crew of three (3) (two of them must be over 16) is required.
13)   Every change of a crewmember shall be declared to the Race Office no later than two (2) hours before the respective time of the start.
14)   The organizing authority or the race committee may reject or cancel the entry of a boat or exclude a competitor provided it does so before the start of the first race and states the reason for doing so (RRS 76.1).
15)   All those registered are deemed to have accepted all the rules stated in the Notice of Race.
5)     FEES
1)     The entry fee shall be EUR200 per boat for the first sixty (60) applicants, any boats accepted over sixty (60) will pay EUR250 (Turkish Sailing Federation education fee included). GYC members receive 20% discount if racing as owner/skipper.
2)     All crew members and non-racing participants will pay a fee of EUR110 per person for their participation to race and social events. GYC members will pay 20% less per person.
3)     IRC 2019 measurement and Rating Certificate fee is to be charged according to the current IRC Price Lists.
4)     A security deposit of EUR50 will be charged for the division signs and flags, which is refundable at the end of the Race Week.
6)     CLASS/DIVISIONS & HANDICAP SYSTEM [NP]
1)     Timeon time system will be applied.
2)     Division determination will be made by the Race/Organizing Committee in accordance with the TCC/TCF of the registered boats in their class/division. It will be final and cannot be disputed.
3)     IRC & IRC CHARTER Class/Divisions:
a)     Corrected time (CT) = Elapsed Time (ET) x Time Correction Constant (TCC) formula shall apply.
b)     To compete in IRC and IRC CHARTER class/divisions, a boat shall have a valid 2019 IRC Certificate.
c)      Obligations and Restrictions for IRC CHARTER division:
(i)     The boats under management of any Charter Company are eligible to race in IRC CHARTER class/division within the obligations and restrictions stated below:
(a)    A copy of a valid CHARTER LICENCE issued by the Turkish Tourism Ministry to the Company must be attached to the Entry Form, showing that the participating boat is operating under a charter company.
(b)    Boats with a Rig Factor shown in the valid 2019 IRC Certificate equal to or greater than 1.02 cannot race in IRC CHARTER division even if they are rented from a charter company. Their entries will be accepted in the IRC class/division.
(c)    No sails and spinnakers shall be used other than those provided by the charter company and declared on the valid IRC certificate.
(d)    All standard charter equipment (all safety equipment, anchor, ropes, spare fuel jerry cans, galley equipment, gas bottles, fire extinguishers, etc.) shall be carried on board during races. Only; tender, outboard motor, spray hood and bimini top may be left ashore
(e)    Boats from IRC CHARTER division may apply to race in IRC division (according to RC’s approval) but not vice versa.
4)     FRESHMAN Class/divisions:
a)     Corrected time (CT) = Elapsed Time (ET) x Time Correction Factor (TCF) applies.
b)     The TCF of a boat in the FRESHMEN class/division is calculated as follows:
(i)     TCF = (0.2424x√R)/(1+0.0567x√R) The Rating value R= 2.65xLOA (m) and is subject to Age Reduction.
c)      Spinnaker (symmetric and/or asymmetrical) penalty for FRESHMAN Class/division is +10% of the Age Reduced Rating.
d)     Age Reductions to be applied to the FRESHMAN Class/division boats shall be as follows;

e)     Obligations and Restrictions for FRESHMAN class/division: [DP]
(i)     Eligible boats racing in the FRESHMAN class/division are subject to the following obligations and restrictions:
(a)    Hi-tech sails (Kevlar, Mylar etc.) shall not be used in FRESHMAN class/division.
(b)    All the present equipment including furniture (security equipment, At least one (1) anchor and chain combined with adequate rope for the intended use and size of the boat, warps, spare diesel and water jerry cans, galley utensils, gas bottles, fire extinguishers etc.) shall be on board. Dinghies, outboard engines, biminis and spray hoods, may be left ashore.
(c)    If a Freshman division boat is issued 2019 IRC certificate, she may compete in the IRC Class/division, however, any boat, which has an IRC certificate, shall not compete in freshmen division.
(d)    Minimum of five (5) valid entries are required for Freshman division(s). Divisions with less than five (5) entries may compete in a combined division. The Race Committee reserves the right to assign any boat to a particular division or combine class/divisions as necessary.
5)     The boat with the lowest corrected time (CT) will be declared the winner. The corrected time will be calculated to two places after the decimal point with 50 or above being rounded upwards.
6)     Based on the boat’s dimensions with suitable combination of chain and rope, ready for immediate At least one (1) un-modified anchor that meets the anchor manufacturer’s recommendation assembly. No anchor should be carried on the bow.
7)     EVENT SCHEDULE
1)     Registrations                             :November 04, 2019 at 0900 – 1300 hrs. (local)
2)     Regatta documents                :November 04, 2019 at 1700 – 1730 hrs. (local) All documents of the Race Week (the sailing instructions, flags, hull numbers, etc.) shall be distributed at D-Marin Göcek Marina events area
3)     Skipper Briefing                       :November 04, 2019 at 1800 – 1830 hrs. at D-Marin Göcek Marina events area, and on the race days at 0900–0915 hrs. at “H” pontoon.
4)     Opening Party:                        :November 04, 2019 at 1900 – 2200 hrs. at D-Marin Göcek Marina events area.
5)     The race schedule is as follows;
a)     Race #1                                                November 05, 2019
b)     Race #2 & Race #3,                         November 06, 2019
c)      Race #4 & Race #5                           November 07, 2019
d)     Race #6,                                              November 08, 2019  
6)     First division(s) warning signal times are;
a)     1100 hrs (local) for Race #1, Race #2, Race #4 and Race #6
b)     For Race #3 & Race #5, after the end of Race #2 and Race #4
7)     Prize Giving Ceremony:
a)     November 06, 2019      For Race #1 #2 #3,
b)     November 08, 2019      For Race #4 #5 #6 at 2000 –2300 hrs (local) at D-Marin Göcek  event area.
8)     Any change in the programme or the race schedule is at the discretion of the Organizing Committee.
9)     On the last day of the regatta (November 08, 2019) there will not be any warning signal after 1400 hrs (local) If the first division/divisions have their warning signal before 1400 then the other divisions may be given a warning signal after 1400.
10)   In twenty five (25) knots wind speed, the Race Committee may decide not to start the race/may finish an already started race or shorten the race course/may abandon the race. None of those options shall be grounds for redress.
8)     MEASUREMENTS
1)     Each boat in IRC and IRC CHARTER Class/divisions shall provide a valid 2019 IRC.
2)     The boats in FRESHMAN class/division shall provide a FRESHMAN Class/division Declaration Form.
3)     A team provided by GYC will carry out the measurements if needed.
9)     VENUE
1)     The races will be held in the Gulf of Fethiye.
10)   THE COURSES
1)     The courses will be delivered with the Sailing Instructions.
2)     Changes to the courses are at the discretion of the Race Committee
11)   SCORING & NUMBER OF RACES
1)     Six (6) races are scheduled. The organizing authority has the right to change the number of races.
2)     Two (2) races are required to be completed to constitute a series
3)     When fewer than six (6) races have been completed, a boat’s series score will be the total of her race scores.
4)     When six (6) races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.
5)     The Low Point Scoring System of RRS A4 will be applied.
6)     The winner will be the boat with the lowest total points.
7)     In case of a tie between boats, RRS A8 will be applied to break the tie.
12)   BERTHING
1)     Participating boats may moor in D-Marin, Göcek Marina free of charge on the outside of H pontoon from November 04, 2019, 0900 hrs to November 09, 2019, 1200 hrs.
2)     No mooring/berth is guaranteed after the 60th entry.
3)     If there is bad weather and/or sea conditions during the race dates, it should be considered that H pontoon is open to the sea and the marina is not responsible for the safety of the boats.
4)     Each boat owner / charterer is responsible for ensuring the safety of his/her boat and taking the boat to a secure marina or bay. In addition, any other risks that may occur whilst moored in D-Marine Göcek Marina during the time stipulated above are the responsibility of the participants and D-Marine Göcek Marina accept no responsibility.
 
5)     D - Marin Gocek Marina must be supplied with the following documents on arrival of the boats:
a)     Port Registration deed or Custom Boat Registration Certificate or Certificate of tonnage.
b)     Permit Range (Transit Log)
c)      Insurance Policy
13)   HAUL-OUT RESTRICTIONS [DP]
By 0900 on 5th November all boats shall be afloat. Hauling out after that time shall be done only with written permission from the Race Committee according to its terms.
14)   DIVING EQUIPMENT AND PLASTIC POOLS [DP]
Without prior written permission of the Race Committee, underwater breathing apparatus and plastic pools or their equivalent shall not be used around, any participating boat between the preparatory signal of the first race and the end of the Race Week.
15)   RADIO COMMUNICATION [DP]
1)     It is mandatory to have a VHF marine radio and to keep it on during the races. All boats should listen to VHF Channel 71.
2)     Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.
16)   PRIZES
1)     Division Prizes
a)     After each race, a prize will be awarded to the winner of each division.
b)     At the end of the race series, prizes will be awarded to the first three places in each division.
2)     Special Prize: Additional prizes may be awarded according to the Organizing Authority’s decisions.
17)   RISK STATEMENT
1)     Competitors and support teams participate in the series entirely at their own risk and they are reminded of the provisions of RRS 4, Decision to Race. Sailing is by its nature an unpredictable sport and therefore involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that:
a)     They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event, 
b)     They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore,
c)      They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions; 
d)     By participating in any race, they are satisfied that their boat is in good order, equipped to sail in the event and they are fit to participate;
e)     The provision of a race management team, patrol boats and other officials and volunteers by the organizer does not relieve them of their own responsibilities;
f)      The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances.
g)     It is their responsibility to familiarize themselves with any risks specific to this venue or this event drawn to their attention in any rules and information produced for the venue or event and to attend any safety briefing held for the event.
2)     GYC, Protest & Race Committee and all parties involved in the Race Week organization will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the Race Week.
18)   INSURANCE
Each participating boat and the crew must be insured with sufficient insurance cover to meet all or any claims and third party coverage. Boats shall have adequate and suitable insurance before racing.
19)   PRESS CENTER
Journalists, covering the series, are requested to contact the secretariat of GYC.
20)   RIGHTS TO USE NAME AND LIKENESS
In participating, a competitor automatically grants to the Organizing Authority and the sponsors, the right in perpetuity, to make, use and show, from time to time and at their discretion, any motion pictures, still pictures and live, taped or film television and other reproductions of him/her during the period of competition in which the competitor participates and in all material related to the said Event without compensation.
